Hillsborough County commissioners approved changes to retail design and access requirements Oct. 13 for a 137-acre planned development in Apollo Beach near Big Bend Road and Interstate 75.
The Board of County Commissioners approved application PRS 26-0962 for the southeast corner of Covington Garden Drive and Big Bend Road, according to the county’s application record. The action is a minor modification to an existing planned development, rather than a new rezoning establishing retail use.
The county lists Lifestyle Communities Ltd. as the applicant and identifies the property as 137.09 acres within District 4 and the Apollo Beach and SouthShore Areawide Systems community plan areas. Its existing zoning is PD 86-0154. County staff recommended approval subject to conditions.
The application was continued at meetings July 21, Aug. 11 and Sept. 22 before receiving approval Oct. 13.
The vote follows earlier proposals for major retailers at the LC Promenade site. The Tribune reported Sept. 24 that plans called for a 149,006-square-foot Target store on roughly 12.5 acres, with 597 parking spaces.
A proposed Costco would anchor a broader mixed-use project near Apollo Beach, Newsradio WFLA reported July 1. That report described plans for additional shops, restaurants, offices, hotels and housing. The zoning modification does not establish store opening dates.
Separately, the county plans to widen Big Bend Road between U.S. 41 and Covington Garden Drive from four lanes to six. In a June 10 report, the Osprey Observer put the estimated cost at $25.2 million, with more than $12 million expected from the Florida Department of Transportation. At that time, the project remained in design, with construction completion projected for mid-2029.
