A 149,006-square-foot Target store could join a proposed Costco warehouse at LC Promenade, the 137-acre development site at Big Bend Road and Interstate 75 in Apollo Beach.

Newly filed construction plans show the Target would sit on roughly 12.5 acres with 597 parking spaces, 18 Drive Up pickup spots and 16 cart corrals, according to the Apollo Beach-Ruskin Tribune. The plans are under Hillsborough County review. The Osprey Observer first reported the Target filing on Aug. 21.

The Target plans land on top of a Costco permit filed June 30 for a nearly 169,000-square-foot warehouse at 6997 Covington Garden Drive, as WFLA reported. That location would include a fuel station and would be Hillsborough County's third Costco, joining stores in Brandon and Westchase. Costco has not publicly confirmed the project and declined to comment on the filing.

Zoning change awaits county commission decision

Developer Lifestyle Communities Ltd. has a pending minor modification application, PRS 26-0962, for the LC Promenade parcel. The land sits at the southeast corner of Covington Garden Drive and Big Bend Road and was first zoned for commercial use in 1986. County meeting minutes show the Hillsborough County Board of County Commissioners continued the application from its July 21 land use meeting to Aug. 11. The Tribune reported that county staff subsequently requested continuation to Tuesday.

The outcome of Tuesday's hearing has not been confirmed. The county has not set a public deadline for completing its review of Target's plans.

Growth adds pressure to Big Bend Road

Beyond the two big-box anchors, the Southshore Circle newsletter reported Wednesday that LC Promenade could eventually include additional retail, restaurants, residential units and a potential hotel. A commercial real estate listing for a nearby outparcel cited roughly 3,000 residential units under construction within 3 miles of the site.

All of that development would funnel traffic onto a corridor already under strain. Big Bend Road between U.S. 41 and Covington Garden Drive is slated for a $25.2 million widening from four lanes to six, the Osprey Observer reported. More than $12 million of that funding is expected from the Florida Department of Transportation. As of June, the project remained in the design phase, with construction projected for completion by mid-2029.

The widening will add 10-foot sidewalks on both sides, a landscaped median, a new traffic signal at Kings Lake Drive and Old Big Bend Road, and improved stormwater infrastructure.

Retail vacancy in southeast Hillsborough stood at 1.6% at the end of 2025, with average asking rent at $27.52 per square foot, according to the Southshore Circle. No named county official or traffic engineer has commented publicly on whether the planned road improvements can absorb the additional demand LC Promenade would generate.

The application was scheduled for Tuesday's commission land use meeting, but the outcome has not been confirmed. No subsequent hearing date has been announced.
