Students at South Shore schools will return to overcrowded classrooms Aug. 10, with relief still a year away as Hillsborough County races to build two new campuses in Wimauma.

Aquilla J. Morgan High School Principal Brittney Wilhelm, a lifelong South Shore resident, said the rapid residential growth filling neighborhoods with new homes is now filling schools past their limits. Teachers are struggling to give students individual attention, she told Tampa Bay 28 in a report published Monday.

"Having schools in this area for these students that really tailors to the needs of this growing population is really important," Wilhelm said.

Morgan High opened in August 2025 with capacity for 3,500 students. By this school year, enrollment is projected to hit 4,000, according to a July 2025 PrimeTime Preps report. Wimauma's population has grown 40.66% since 2020 to nearly 14,000 residents, making it the fastest-growing part of Hillsborough County.

The pressure extends north to Ruskin. Shields Middle School has been absorbing overflow from the booming Wimauma corridor, and district officials have identified it as a campus that needs relief. The district approved a new principal at Shields before the Aug. 10 start, though the name has not been publicly confirmed.

Two New Schools Are Under Construction, but Relief Is Years Away

The district's answer is a $72 million middle school under construction at 1716 West Lake Drive in Wimauma, on the same 87-acre site as Morgan High. Currently called Middle School VV, it will serve up to 1,600 students when it opens in August 2027. An elementary school on the same property is expected to follow roughly two years later, around 2029.

Deputy Superintendent of Operations Chris Farkas described the situation bluntly at the middle school's June 18 topping-out ceremony. "We are growing so fast and with homes comes students so we have middle schools that are bursting at the seams," Farkas told Tampa Bay 28 at the event.

School Board member Lynn Gray, who represents the area, said at the same June ceremony that she has watched Wimauma and its outskirts "proliferate with housing developments, apartment complexes, shopping centers" over the past 11 years.

Resident Jamie Alonso, who moved to the area in 2017, described the growth as explosive, noting new restaurants including a Ford's Garage and Dutch Bros locations arriving alongside the housing.

Boundary Changes, School Name Still Undecided

Boundary changes will determine which students shift from Shields and other overcrowded campuses to the new middle school. The district has not announced those decisions. The School Board is scheduled to vote on a permanent name for Middle School VV at its Sept. 1 meeting.

Wilhelm noted in June that co-locating the middle school next to Morgan High will help working families who can drop off middle and high schoolers at one stop.

The first day of school for Hillsborough County Public Schools is Aug. 10. The district has not released updated capacity figures for Shields Middle, Lennard High or East Bay High ahead of the new year.
