Ruskin-area farmers could spend less time filling out federal surveys under a new U.S. Department of Agriculture, or USDA, plan announced Tuesday.

The USDA Data Modernization Plan aims to reduce duplicative reporting, improve crop estimates using satellite imagery and launch a pilot program with NASA to test geospatial tools for tracking acreage and yields. The Hillsborough Soil and Water Conservation District distributed the announcement to local producers.

Tomato Production Worth $81 Million Raises the Stakes Locally

The stakes are real in south Hillsborough County. Ruskin and surrounding areas account for 5,776 acres of tomato production worth an estimated $81 million, according to Hillsborough County data that does not specify a reporting year. That's 15% of Florida's fresh-market crop, ranking the county third statewide behind Manatee and Collier counties.

Agriculture Secretary Unveils Plan at Iowa Farm Show

Secretary of Agriculture Brooke Rollins unveiled the plan at the Farm Progress Show in Boone, Iowa.

"Everything for me changed when I began to talk to farmers directly, who had just been asked to fill out the survey for the fifth time, who had been told or not told why they were asking for that survey ... " Rollins said at the event, as reported by Iowa Public Radio.

Plan's Four Priorities Target Surveys, Data-Sharing and Transparency

The plan is built around four priorities: streamlining the survey experience with mobile-friendly tools and prefilled forms, piloting satellite and AI-based crop estimation, modernizing USDA's data-sharing technology, and giving farmers more transparency about how their information is used.

Overhaul Follows Criticism Over Corn Estimate Errors

The overhaul follows criticism of USDA data reliability. Reuters reported that after deep staff cuts, the gap between initial and final estimates of 2025 corn acreage grew to unprecedented levels. When USDA released final corn estimates in January 2026, already low grain prices dropped more than 5%.

Effort Builds on Earlier 'One Farmer, One File' Initiative

The plan builds on the "One Farmer, One File" initiative launched earlier in 2026, which creates a single record for each producer across USDA programs. Kip Tom, USDA special advisor for data modernization, said in the announcement that the effort breaks down "outdated information silos" across agencies.
